(a) No person shall utilize waste receptacles in a public park for disposal of waste other than waste which is normally and reasonably accumulated and disposed of incidental to the use of the park. Where receptacles are not provided, each person shall be responsible for carrying away from the park premises all rubbish, garbage and other waste materials and properly disposing of the same.
(b) Whoever violates this section is guilty of a minor misdemeanor.
