(a) The Chief of Police, upon issuing a bicycle license, shall also issue a license plate or sticker bearing the license number assigned to the bicycle and the name of the City.
(b) The owner or operator shall cause the license plate or sticker to be firmly attached to the rear mud guard, or to the frame of the bicycle for which it is issued, in such position as to be plainly visible from the side or rear.
(c) No person shall remove a license plate or sticker from a bicycle except upon a transfer of ownership, or in the event the bicycle is dismantled and no longer operated upon any street in the City. (1979 Code 75.17)
(d) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
