The Chief of Police, or any officer assigned the responsibility, may inspect each bicycle before licensing the same and may refuse a license for any bicycle which he determines is in unsafe mechanical condition. Each operator or bicycle owner shall be responsible for the mechanical condition of his bicycle and required equipment thereon.
