(a) No person operating a bicycle upon a public street shall participate in any race or speed or endurance contest unless the race or contest has the written permission of the Chief of Police and is under the supervision of the police.
(b) No person operating or riding a bicycle shall perform or attempt to perform any acrobatic, fancy or stunt riding upon any public street or sidewalk.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
