373.11 RIDING ON SIDEWALKS; SKATEBOARDS; ANIMALS.
   (a)   No person shall ride a bicycle or skateboard upon a sidewalk within a business district.
   (b)   No person shall ride a motorcycle, moped or any other motorized vehicle upon a sidewalk within any district of the City.
   (c)   No person shall ride or lead a horse, or ride or lead any other unlicensed animal (other than properly licensed dogs and cats) upon any sidewalk within the City.
   (d)   The Traffic Engineer or the Chief of Police is authorized to erect signs on any sidewalk or roadway prohibiting the riding of bicycles thereon, or on any sidewalk prohibiting the riding of mopeds, any other motorized vehicle, horses or other unlicensed animal (other than properly licensed dogs or cats) thereon, by any person, and when the signs are in place no person shall disobey the same.
   (e)   Whenever any person is riding a bicycle upon a sidewalk, that person shall yield the right of way to any pedestrian and shall give an audible signal before overtaking and passing a pedestrian.

   (f)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
