903.01 COMPREHENSIVE ROAD PLAN.
   (a)    The comprehensive road plan shall be comprised of two (2) separate plans: a Road Maintenance Plan and a Road Improvement Plan. Each plan has a separate purpose and different components, but collectively, both will represent a single management plan that will ensure the City’s transportation system is properly and well maintained.
   (b)    The comprehensive road plan will serve as a tool that allows the City to look forward to the future to continually evaluate and improve our transportation system.
   (c)    To facilitate the preparation of a Comprehensive Road Plan, the City may retain the services of such professionals and/or expert consultants from time-to-time to formulate/update a reliable Comprehensive Road Plan.
   (d)    The Mayor shall annually furnish and present to the City Council, a Comprehensive Road Plan to be included with the submission of the annual budget referred to in Article III § 4 of the Stow City Charter.
   (e)    The Comprehensive Road Plan at the minimum shall contain the following:
      (1)    A Pavement Condition Rating (PCR) Report performed in accordance with the Ohio Department of Transportation’s Pavement Condition Rating Manual.
         A.   That a Pavement Condition Rating (PCR) be performed beginning every three (3) years from the most current year rating performed.
         B.   The PCR shall be performed by professionals and/or expert consultants and shall be selected using Ohio’s Qualification-Based Selection (QBS) pursuant to Ohio Revised Code §153.65-.73.
      (2)    A street inventory containing at a minimum, the following information:
         A.   Street names.
         B.   Approximate pavement length.
         C.   Pavement width and area.
         D.   Pavement limits.
         E.   Right-of-way width.
F.   Recent year repaved, reconstructed, maintained, etc.
         G.   Road type (local, collector, arterial, etc.).
         H.   Type of existing pavement structure (concrete, asphalt, chip seal, gravel, etc.).
         I.   Drive apron dimensions and area.
         J.   Sidewalk, curb, curb and gutter, curb ramps and castings.
         K.   Guardrail.
         L.   Striping.
      (3)    A listing of roads expected to be reconstructed, repaired, and maintained for each construction and repair season.
      (4)    The anticipated available funding for the upcoming paving and road maintenance season.
      (5)    The funding mechanisms and/or means by which the anticipated and upcoming road repairs will be funded.
      (6)    A five (5)-year Road Project Plan that prioritizes all roads and estimated costs and funding mechanisms by year.
      
   (f)    Annually, the Administration and City Council shall determine the method and funding to accomplish the work set forth in the Annual Road Plan for the ensuing year.
   
   (g)    While the Comprehensive Road Plan is updated annually and subject to change as emergencies arise or projects are delayed by circumstances beyond our control, the annual focus primarily will be on the fifth (5th) year of the plan as new projects are added. The first year of the plan is the basis for actual appropriations authorized by the City Council for road projects when adopting the Annual Budget. The remaining four (4) years establish priorities for future road improvement projects.
