(a) The City hereby prohibits the surface application of brine on its road rights of way or other public paved surfaces for any purpose, whatsoever, by any individual, sole proprietorship or corporation, their agents or employees.
(b) This prohibition shall not apply to the City of Stow, the State of Ohio, or any other political subdivision of the State, when applying brine on the road rights of way or other public paved surfaces for snow and ice control.
(c) Whoever violates this section is guilty of a misdemeanor of the second degree.
