Notwithstanding the provisions of this chapter, Council may override any decision of the Director of Public Safety and may assume any of the powers delegated to the Director, by a resolution approved by not less than five of the members duly elected or appointed to Council. Upon the adoption of any such resolution, the same may be changed only by an amending or repealing resolution adopted by Council.
