163.03 POWERS AND DUTIES OF THE BOARD.
   (a)   In addition to the provisions set forth in Article XIII, Section 13.03 of the City Charter, the Municipality shall operate and maintain public parks and public lands acquired or designated by Council. For the purpose of this Code, the Parks and Recreation Board is given the following additional powers and duties, for the purpose of making recommendations as to the following matters:
      (1)    To adopt and recommend to Council a Parks Master Plan for the physical development or redevelopment of the City's park system.
      (2)    To review plans for the development or redevelopment of parks and recreation facilities as established in Section 163.05 of this Code.
      (3)    The naming or renaming of parks and recreation facilities as established in Section 163.05 of this Code.
      (4)    To investigate and to recommend to Council on its own initiative such amendments as it may deem consistent with the purposes of this code and which further public health, safety, and the general welfare of Stow.
      (5)    The Parks and Recreation Board shall organize, establish, and adopt its own rules for the time and place for the holding of regular and special meetings, for the transaction and disposition of its business and the exercise of its powers, and shall keep records of its recommendations and determinations.
      (6)    To establish and adopt fees for the use of parks and recreation facilities as established in Section 163.05 of this Code.
      (7)    To recommend general policy to Council and the Mayor for the management and execution of recreational programming for the community, and for the use of facilities and equipment used for said recreational programs. Rules, regulations and policies recommended by the Parks and Recreation Board shall be subject to approval by the Mayor. Labor and equipment to perform maintenance work for parks and recreation programs and to maintain facilities shall be subject to the administrative control of the Mayor, and the supervision of the Director of Parks and Recreation.
      (8)    If any provisions or language set forth herein conflict or are not in conformance with the Charter of the City of Stow, the Charter shall govern.
   (b)   As used in this section: "Development and Redevelopment" is defined as the construction, completion, restoration, reconstruction, expansion, or extension of.
