747.04 LICENSE FEE, TERM, RENEWAL.
   (a)   The license fee, payable to the Mayor or her designee at the time of application, shall be fifty dollars ($50.00) for each business location. This fee which is paid at the time of application is not refundable in any case. The license shall expire biennially on December 31 of every odd numbered year. The license shall contain the name under which the business is to be conducted and the location where the business is to be conducted. Any new application submitted within six months or less of the December 31 expiration date during an odd numbered year, if thereafter approved, shall be valid for the next biennial term.
   (b)   Applications for license renewals shall include authorizations to run a criminal background check on all required persons pursuant to Section 747.02 and a fifty dollar ($50.00) non-refundable fee. Any licensee who fails to renew a license on or before the date the license expires is prohibited from acting as a pawnbroker or secondhand dealer until the license is renewed or a new license is issued under this section.
   (c)   The Mayor or her designee shall create all initial license application and renewal forms to be used in accordance with this chapter, with the Law Director's approval.
