   117.08 EFFECTIVE DATE.
   This Chapter will take effect on January 1, 2014. There shall be formed a committee to implement this chapter consisting of:
   (a)   Mayor and three appointees.
   (b)   Finance Director or his designee
   (c)   Law Director or his designee
   (d)   City Council member appointed by the President of Council
   (e)   Clerk of Council or her designee
   (f)   President of City Council.
