The provisions of this chapter shall not apply to the following:
(a) Repairs in a single-family dwelling, two-family dwelling, or condominium, or its appurtenances performed solely by, or on behalf of an owner or occupant thereof for which a permit is required.
(b) Work performed or equipment installed in a single-family dwelling, two-family dwelling or condominium, or its appurtenances being constructed for self-occupancy or performed solely by, or on behalf of an owner or occupant thereof for which a permit is required.
(c) However, the owner/occupant shall obtain all required permits and inspections.
