No registration issued under this chapter shall be assignable or transferable. Any such registration may, after hearing, be suspended or revoked by the Building Official, if the person holding the registration willfully or, by reason of incompetence, repeatedly violates any statute of the State or ordinance, rule or regulation of the City relating to the installation, maintenance, or alteration or repair of structures or the improper installation of material, or other violations of this chapter.
