(a) Before entering into any contract for or beginning the construction or erection of any building, the owner thereof shall, in addition to any other submission of plans, drawings, specifications or other data required by law, submit the plans, drawings, specifications and other data prepared for the construction, erection and equipment thereof, the alteration thereof or the addition thereto, to the Building Department.
(b) No owner shall proceed with the construction, erection, alteration or equipment of any such building until these plans, drawings, specifications and other data have been approved and permit is issued by the Building Department.
