(a) There is hereby created a Commission of the Arts, which shall be composed of a cross section of the community representing all areas with all members to be interested in the promotion of the arts.
(b) The chairman of the Commission shall serve for a term of two years and shall be elected by the Commissioners.
(c) A majority of the members appointed and then serving on the Commission shall constitute a quorum. The Commission shall meet at least twice each year, and shall be subject to call by the chairman or any two Commission members at any time.
