Any applicant, property owner or other person required to submit and obtain approval of landscaping plans, who is dissatisfied with the recommendations of the Urban Forestry Commission, shall have a right of appeal to the Board of Zoning and Building Appeals in accordance with the established procedure under the Zoning Code. The determination of the Commission shall be, for purposes of this appeal, an administrative order.
