The Civil Service Commission shall consist of three members who are electors of the City, not more than two of whom shall be adherents of the same political party. These members shall be appointed by the Mayor subject to confirmation by Council, one for a term of two years, one for a term of four years and one for a term of six years. Each alternate year thereafter the Mayor shall appoint one person as successor to the member whose term expires to serve six years. A vacancy during the term of any member shall be filled for the unexpired term in the manner authorized for an original appointment.
