The Department of Development is established for the purpose of planning for the maximum utilization of the City's human, economic and natural resources. The Department shall recommend on all such matters to the Planning Commission and other City boards, commissions and officers upon request of the Mayor. The Department shall consist of a Director of Development and those other personnel as Council authorizes. This additional personnel shall be appointed by the Director and shall be subject to removal by him.
