173.11 MULTI-YEAR CONTRACTS.

Multi-year contracts for expenditures in excess of the bidding limitation in Section 173.06(a) on an annual basis may be authorized only by City Council, either in the legislation authorizing the Service Director to seek bids or in other approving legislation. The maximum number of years in the multi-year contract so authorized shall be specified.
