141.12 AUTHORITY TO APPOINT.
   The Mayor, as the Director of Public Safety, may appoint and commission at his discretion, with the prior approval of the Chief of Police, Special Police, known as Plant Protection Guards, who shall have the power to arrest on public or private premises in commercial, mercantile, industrial or educational establishments, and who shall otherwise supplement and assist the Police Department in the apprehension, while in hot pursuit, of persons committing misdemeanors or felonies. Special Police shall have the rights, privileges, immunities and obligations extended to regular members of the Department, subject to the limitations hereinbefore and hereinafter specified. Every person so appointed and commissioned shall first secure a permit from the Mayor, as the Director of Public Safety, which permit shall be revocable by the Mayor, as the Director of Public Safety, for cause. When the Mayor is contemplating such a revocation, he shall send, by registered mail, notification of a hearing to the permittee involved; this hearing shall be held at least five days before the effective date of the revocation.
