141.03 PERSONNEL AND ADMINISTRATIVE RANKINGS.
   The City Police Department is reorganized and shall consist of the following personnel and administrative rankings:
     (a)   One Police Chief, as authorized by Section 8.03 of the Charter, who shall be appointed by the Director of Public Safety subject to applicable civil service provisions. The person holding the rank of Police Chief shall, within six months after the completion of the one-year probationary period, become a resident of the City and remain for so long as he shall hold the full-time position.
   (b)   One Acting Police Chief when appropriate and authorized in conformity with the terms of Section 141.01, except that notwithstanding Section 141.01, he shall be an officer who is subject to the applicable civil service provisions of his permanent rank which he shall continue to possess while acting as Chief.
   (c)   The Mayor, acting as Director of Public Safety, may appoint not more than two captains, who shall be appointed subject to applicable civil service provisions.
   (d)   The Mayor, acting as Director of Public Safety, may appoint not more than four lieutenants, who shall be appointed subject to applicable civil service provisions.
   (e)   The Mayor, acting as Director of Public Safety, may appoint not more than ten sergeants, who shall be appointed subject to applicable civil service provisions.
   (f)   The Mayor, acting as Director of Public Safety, may appoint not more than sixty- three patrol officers, who shall be appointed subject to applicable civil service provisions.
   (g)   The Mayor, acting as Director of Public Safety, may appoint not more than twenty special police officers.
   (h)   The Police Chief may appoint one secretary to the Police Chief. The position shall be in the noncompetitive, unclassified service. The secretary shall perform those duties as may be prescribed by the Chief of Police and who shall be appointed by, and serve at, the pleasure of the Police Chief. The person presently holding the office of secretary to the Police Department under civil service regulations shall continue in that position but only until the expiration of the term of office and thereafter the office shall be filled as herein provided.
