The Director of Public Safety is authorized to appoint qualified personnel to perform general unclassified duties within the Department of Public Safety, so as to fulfill the authorized positions of Community Service Officer and, if necessary, Assistant Community Service Officer, consonant with the salary appropriations of Council. However, job descriptions shall be in the noncivil service, nonclassified and noncompetitive service of the City. These personnel shall serve at the sole discretion of the Director of Public Safety. Any personnel fulfilling these offices at the time of this enactment who are extended civil service coverage shall continue to retain that coverage in that position, but all subsequent personnel hired to the job descriptions shall not be accorded civil service status.
