139.01 DIRECTOR.

The Mayor shall be the executive head of the Department of Public Safety until that time as Council appoints some other person to that office. The Director shall be the chief administrative officer of the Police Department and the Fire Department and shall make and publish written rules for the government of the Police and Fire Departments, and the conduct and discipline of members thereof.
