The standards of construction for all public works of the City shall be enforced by the City Engineer and shall be adhered to upon all public lands or lands in which the public has an interest, and shall be those standards set forth in the State Department of Transportation manual entitled "Construction and Material Specifications" as the same is kept current by the State Department of Transportation with only the following exceptions: that as pertains to the construction of storm sewers, storm sewer inlets, storm sewer design and manholes, the City Engineer may elect, and has sole discretion, to use the standards specifically proposed by the office of the Summit County, Ohio, County Engineer, or the City Engineer's own typical cross-section design and specific material criteria now on file in the office of the Clerk of Council.
