All persons, businesses, corporations, associations and partnerships that engage in the business of making improvements, repairs, maintenance, construction, reconstruction, or work of any kind within the municipal right of way or upon lands dedicated or to be dedicated to the City, which therefore require the inspection of the Department of Engineering as to compliance with municipally approved plans, profiles and specifications, shall obtain permits as required by ordinance.
