(a) The City Engineer shall be a graduate of an approved engineering curriculum of four academic years or more from a school or college approved by the State of Ohio Board of Registration for Professional Engineers and Surveyors and who has four or more years of experience of a type necessary to the State of Ohio Board of Registration for Professional Engineers and Surveyors, as well as State certification as a professional engineer under the statutes of the State.

(b) The City Engineer shall be appointed by the Director of Public Service with the advice and consent of the Mayor. However, before the appointment becomes final, Council shall confirm the same and may authorize contractual duties and responsibilities. The Director of Public Service shall be the executive head of the Department of Engineering and shall manage and supervise the functions thereof. Subject to appropriation by Council, the Director may employ, from time to time, the assistants, consultants and employees as may be necessary for the proper discharge of the duties and the execution of the work of the Department.
