133.02 ASSISTANT DIRECTOR OF FINANCE AND DEPUTY FINANCE DIRECTOR APPOINTED.
   (a)   Assistant Director of Finance-General Division. The General Division shall consist of one Assistant Director of Finance-General Division, who shall be appointed by the Finance Director and shall be in the unclassified service, who shall assist the Director of Finance in the performance of his duties and who shall perform such duties as may be assigned him by the Director of Finance. The Division shall also consist of those other full-time or part-time employees or such other employees that are deemed necessary by the Finance Director upon the approval of Council. The Finance Director shall have authority to appoint individuals to fill vacant positions within the Department; such appointments shall be submitted to Council for confirmation, by resolution or ordinance, within thirty days of the appointment and recommendation by Personnel Board of Review, and, with respect to Category I employees, shall have the authority to establish initial compensation, including eligibility for applicable benefits, prior to confirmation by Council in accordance with the Exhibit I compensation schedule of the general payroll ordinance; however, prior to confirmation by Council, such initial compensation may be awarded at no greater step level than Step 3 of the existing Exhibit I compensation classification for the vacant position until such time as Council sets permanent compensation. After the establishment of the initial compensation for Category I employees, either by the Finance Director or through the confirmation process of Council, the compensation for such Category I employees shall be in accordance with the City’s general payroll ordinance. The initial compensation and benefits for non-Category I employees as well as the compensation and benefits thereafter shall be as provided in the applicable City payroll ordinances. The appointing authority established herein shall be subject to applicable Civil Service rules and regulations.
   (b)   Deputy Finance Director-Income Tax Division. The Income Tax Division of the Department shall consist of one Deputy Finance Director-Tax Administrator, who shall be appointed by the Finance Director and shall be in the unclassified service of the City, who shall assist the Director of Finance in his duties, particularly as pertains to the collection and administration of the Municipal Income Tax, and who shall perform such duties as may be assigned to him by the Director of Finance. The Division shall also consist of those other full-time or part-time employees or such other employees that are deemed necessary by the Finance Director upon the approval of Council.
