Pursuant to Section 4.06 of the City Charter, council shall adopt its own rules, regulations or by-laws and shall keep a journal of all its proceedings. The rules, regulations or by-laws shall control the parliamentary procedures of Council. The most current edition of Roberts Rules of Order shall govern in the absence of any rules governing matters of business provided in the rules of Council or the City Charter, Council Rules are attached hereto as Exhibit A.
