All elections for office of Council shall be concluded within thirty days of their vacancy and no party whose vacancy is being filled may deliberate, participate in, vote on, be privy to or otherwise be involved in or lobbying for the selection of the person filling the vacancy other than as a member of the public. In the absence of an emergency, consideration for the replacement of the vacancy shall occur only after the vacancy has actually occurred and become effective.
