111.06 RECORDING OF MINUTES; PUBLICATION.
   (a)   Each secretary of each respective municipal body and the Clerk, if the meeting is established by one or more members of Council, shall promptly record, prepare, file and maintain the minutes of each regular or special meeting of the respective municipal body and open the minutes to public inspection.
   (b)   If, in the event the secretary or the Clerk is unable to attend any such regular or special meeting for the purpose of recording the minutes, the minutes shall be recorded, prepared, filed, maintained and published by another person designated by the secretary or the Clerk, for that purpose.
   (c)   If, in the event an executive session is held in compliance with Ohio R.C. 121.22, and as more explicitly set forth in Section 111.05, the person calling the meeting shall insure the minutes of the meeting in which the executive session occurred reflects the general subject matter of discussions in executive sessions as authorized under Ohio R.C. 121.22(G) and Section 111.05.
