173.09 CRITERIA FOR SELECTING PROFESSIONAL SERVICES.  
   (a)   “Professional Services” as used in this section shall be deemed to have the same meaning as in Section 173.04(a).
   (b)   The selection of professional services will be based upon the competence of the professional firm to perform the required professional service as indicated by the training, education and experience of the firm’s personnel, especially the training, education and experience of the employees within the firm who would be assigned to perform the service.
   (c)   Ability of the firm in terms of its workload and the availability of qualified personnel, equipment, and facilities to perform the required professional services competently and expeditiously.
   (d)    Past performance of the firm as reflected by the evaluations of previous clients with respect to such factors as control of costs, quality of work, and meeting of deadlines.
   (e)   Other similar factors.
