173.08 PROHIBITED BIDDER.
   Council and/or the Mayor shall have the authority to declare a vendor a prohibited bidder who shall thereafter be prohibited from participating in the bidding or quotation procedures and shall not receive any business from the City for a stated period of time, not exceeding three years, if the vendor:
   (a)   Has failed to fulfill its obligations pursuant to a contract with or purchase by the City, whether or not such default or breach has been admitted by the vendor or adjudicated;
   (b)   Is presently disqualified from bidding or receiving any other business from any government agency, department or political subdivision of this State;
   (c)   The Director of Public Service shall have the authority to reject any bid when it is in the public interest to do so.
