173.03 CHAIR; RECORDS AND VOTING.

The Mayor or the Mayor’s designee shall chair the Board of Control. The Board shall keep a record of all of its proceedings. All votes shall be entered upon the record, and the vote of a majority of a quorum shall be necessary to adopt any question, motion or order.
