The Mayor, the Director of Public Service, the Director of Finance, the Director of Law and the City Engineer shall constitute the members of the Board of Control, with three members in attendance constituting a quorum. In the absence of the Director of Finance, the Assistant Director of Finance or the Director of Budget and Management shall serve upon the Board with the full authority of the Director of Finance, in the absence of the Director of Public Service, the Deputy Director of Public Service or Assistant Director of Public Service shall serve upon the Board with the full authority of the Director of Public Service, in the absence of the Director of Law, the Deputy Law Director shall serve upon the Board with the full authority of the Director of Law, and, in the absence of the City Engineer, the Assistant City Engineer shall serve upon the Board with the full authority of the City Engineer.
