(a) The Department of Information Services shall coordinate all computer systems within the City of Stow, update said systems from time to time per the needs of the City subject to proper financial appropriations, and maintain, operate and install as necessary, an efficient and effective computer network within and for all City departments, offices and agencies, operating under the authorization of the City of Stow.
(b) The Director of Public Service shall keep a complete record of all proceedings within the Department of Information Services, a copy of which, certified by him, shall be competent evidence in all courts, and report to Council, as it shall request from time to time, the duties and work therein performed.
