921.12 AGREEMENTS FOR CONSTRUCTING PRIVATELY FINANCED WATER LINES.
   (a)   When the following procedures, as stated in this Chapter 921 have been adhered to, the Mayor may execute an agreement on behalf of the City:
      (1)   Upon request from a private developer to extend the City water lines, the Mayor shall have an agreement prepared for signature with the conditions set forth.
      (2)   The Department of Engineering shall review and approve the plans and specifications for the proposed water line extension.
      (3)   The developer shall follow the established guidelines and standards outlined in this Chapter 921.
      (4)   The developer shall be responsible for any and all costs associated with the construction or extension of the proposed water line.
      (5)   After construction of the proposed water lines, all applicable fees for services offered by the City shall be followed as established in this Chapter 921.
   (b)   In any instance where the City is participating in the cost of the improvements through requested over-sized lines, purchases facilities, replaced and enlarged lines, etc., the Law Director shall prepare, for Council authorization by resolution, an agreement to be entered into between the Mayor and the developer specifying the maximum reimbursement due the developer.
