All users in the City Water System shall pay one or more of the following water service fees prior to connection to a City water line:
(a) Inspection fee for water service 2” or less includes the inspection of all work from the water tap to the meter:

* Owner must provide backflow preventer, if required.
Larger meters shall be provided to the owner by the City of Stow and the fee shall be the City's invoice amount plus (20%) twenty percent.
(c) Pre-existing water taps: A fee of $400.00 will be charged for any residential water service tap installed prior to 11/7/01 if the fee for that tap was not previously paid to the Summit County Department of Environmental Services. In the event of a dispute of payment by the property owner, the issue shall be resolved by producing an original receipt for such payment; otherwise, payment shall be made to the City of Stow.
(d) Water service disputes may exist for those applicants to whom the Summit County Department of Environmental Service issued a sewer permit, but would not issue a water permit. The City of Stow Board of Control is authorized to resolve water service fee disputes that are associated with sewer permits issued from October 1, 2001 through November 7, 2001.
