111.01 DEFINITIONS.
   For the purpose of this chapter, the following words and phrases shall have the following meanings ascribed to them respectively.
   (a)   "Agenda" means a listing of the subjects to be discussed at a meeting which is as complete as practicable at the the time of making the agenda. This does not preclude additional items from appearing upon any agenda which have not been anticipated, and which have arisen between the preparation of the agenda and the time of the meeting, and which are of an urgent or reasonable important nature to be resolved. A good-faith attempt to prepare a predetermined agenda shall be all that is required hereunder.
   (b)   "Clerk" means the Clerk of City Council.
   (c)   "Day" means the calendar day.
   (d)   "Executive session" means a regular or special meeting of any municipal body and any and all subcommittees thereof which is called for consideration of special matters as more fully set forth in Section 111.05.
   (e)   "Meeting" means any prearranged discussion of the public business of a municipal body by a majority of the members of the municipal body. "Meeting" shall further include "work sessions".
   (f)   "Municipal body" means each of the following and any and all subcommittees thereof and any City board or commission which might be established subsequent to this enactment:
      (1)   City Council.
      (2)   Board of Control.
      (3)   Cemetery Board.
      (4)   Civil Rights Commission.
      (5)   Civil Service Commission.
      (6)   Consumer Protection Board.
      (7)   Board of Electrical Examiners.
      (8)   Public Safety Services Commission.
      (9)   Board of Heating and Air Conditioning Examiners.
      (10)   Income Tax Board of Review.
      (11)   Parks and Recreation Board.
      (12)   Planning Commission.
      (13)   Urban Forestry Commission.
      (14)   Board of Zoning and Building Appeals.
      (15)   Assessment Equalization Boards.
      (16)   Records Commission.
      (17)   Administrative Hearing Board.
      (18)   Historical Preservation Review Commission.
   (g)   "Oral notification" means notification given orally either in person or by telephone, directly to the person for whom the notification is intended, or by leaving an oral message for that person at the telephone number of that person as shown on the records kept by the Clerk under this chapter.
   (h)   "Post" means to post in the office of the Clerk during usual business hours and at the Stow Public Library, 3512 Darrow Road, Stow, Ohio.
   (i)   "Published" means published once in a newspaper having a general circulation in the Municipality as defined by Ohio R.C. 7.12, except that no portion of the newspaper need be printed in the Municipality.
   (j)   "Secretary" means any and all secretaries or clerks of municipal bodies other than City Council.
   (k)   "Special meeting" means a meeting which is neither a regular meeting nor an organizational meeting nor a recessed regular or organizational meeting to another time or day.
   (l)   "Written notification" means notification in writing mailed to the address of the person for whom the notification is intended as shown on the records kept by the Clerk under this chapter, which shall be mailed by first-class mail not later than forty-eight hours preceding the day of the meeting, provided that at least one regular mail delivery day falls between the day of mailing and the day of the meeting.
