Notwithstanding the provisions hereof, the City shall not dispose of weapons confiscated by the Police Department during the course of conduct of its official duties by other than court ordered or statutory destruction, unless the same are sold by sealed bid for not less than seventy-five percent (75%) of the appraised value, and then only to dealers possessing licenses issued by the Federal Bureau of Alcohol, Tobacco and Firearms authorizing them to engage in the sale of handguns, rifles, shotguns, automatic weapons or other similar weapons.
