For the purpose of this Chapter, the following words and phrases shall have the following meanings:
(a) "Department Head" The person appointed or elected to the most senior position in the Administrative, Legal or Financial division of City Government, as established by Article VI, VII, VIII, and IX of the City Charter.
(b) "Executive Managerial Employee" The Executive Managerial Employees shall consist of the Police Chief and the Fire Chief.
