(a) The Fire Marshal or Fire Prevention Inspector shall cause an investigation to be made of the cause, origin and circumstances of every fire occurring within the City by which property has been damaged or destroyed or any person injured or killed. Reports thereof shall be made and kept in the form prescribed by the Director of Public Safety and shall contain therein a concise statement of all ascertainable pertinent facts surrounding the circumstances of the fire, the extent of damage, the insurance thereon, if ascertainable, and such other information as may be required. All these records shall be available to the public.
(b) The Fire Marshal or Fire Prevention Inspector who has received the training to become a law enforcement officer and who has been duly sworn as a law enforcement officer shall have the power and duty to investigate the cause of all fires, examine witnesses, compel the attendance of witnesses, and the production of books and papers, and to do and perform all other acts necessary to the effective discharge of such duties.
(c) The Fire Marshal or Fire Prevention Inspector who has received the required training and been duly sworn in accordance with subsection (b) hereof may administer oaths, make arrests, bear firearms, and enter, for the purpose of examination, any building which, in his opinion, is in danger of fire.
