1355.13 APPEALS.
   The Review Commission shall decide all applications for a certificate of appropriateness not later than thirty days after the first hearing thereon.
   (a)   Any person, firm or corporation, or any officer, department, board or agency of the City who has been aggrieved by any decision of the Review Commission involving an application for approval may appeal such decision to Council by filing notice of intent to appeal with the Council Clerk within ten days from the date of the decision, setting forth the facts of the case.
   (b)   Council shall hold a public hearing on the appeal. The hearing shall be held no later than sixty days after a final decision has been rendered by the Review Commission. Council, by a vote of its members customary for conducting its business, shall decide the matter, and its decision shall be final.
