If the committee denies an application for a certificate, the applicant may appeal to Council. Such an appeal shall be taken within fourteen days of the Preservation Commission's decision. The Preservation Commission shall by rule establish procedures for processing appeals. Any other possible remedies are in a court of law or equity.
