1355.03 NOMINATION OF LANDMARKS AND HISTORIC DISTRICTS.
   Nominations shall be made to the Preservation Commission on a form prepared by it and may be submitted by a member of the Preservation Commission, owner of record of the nominated property or structure, Council or any other person or organization.
   The Preservation Commission shall within forty-five days from receipt of a completed nomination in proper form adopt by resolution a recommendation that the nominated landmark or historic district does nor does not meet the criteria of designation in Section 1355.04. The resolution shall be accompanied by a report to the Planning Commission. The Planning Commission shall make its recommendation, after public hearing, within thirty days to Council and shall also forward the report of the Preservation Commission, for consideration by Council.
   No historic district or landmark shall be established in the City by any other local governmental agency except as provided in this chapter.
