No owner, building permit applicant, contractor, subcontractor or builder shall permit the occupancy of a new, remodeled, repaired or altered building or structure, which is designed to accommodate residential, business, commercial or industrial occupancy unless and until a final inspection is made of that building or structure by the City Building Department and until a certificate of occupancy is issued by the Building Department for the building or structure.
