SECTION 15.02 SIGNATURE ON CHECKS.

   All checks issued shall be signed by the Director of Finance and countersigned by the Mayor, or in his/her absence, the President of Council.

SECTION 15.03 STOW TAXPAYER BILL OF RIGHTS.

   The City of Stow is prohibited from increasing the income tax rate, or decreasing any credit upon such rate, without an affirmative vote of the electors in a November general election and the legislation proposing the same shall be adopted by the affirmative vote of five or more of the Council Members.
