(a) Effective January 1, 2006 and continuing thereafter, each private refuse hauler seeking to be licensed in the City of Stow shall be required to provide a non-subscription curbside recycling collection program for its residential refuse customers, as part of its residential solid waste collection program.
(b) The fee for said program shall be included in the residential customers’ overall solid waste services fee, and shall not be separate from the refuse collection fee. Residential solid waste customers shall not have the ability to “opt-out” of recycling collection service.
