955.01 MEADOWBROOK LAKE.
   The following rules and regulations are advised by the Parks and Recreation Board and established by Council for the use of Meadowbrook Lake and its facilities. The rights granted by deed covenants to lot owners in the Meadowbrook Allotment shall be protected, subject to the regulatory rules herein contained for their benefit and for the benefit of the general public.
   (a)   There shall be no public swimming. This is a boating and fishing facility. No person shall trespass upon private property.
   (b)   No person shall throw or deposit any can, debris, paper, foodstuff, bottle or any other kind of trash or discarded commodity onto park property.
   (c)   Boats belonging to the general public are restricted to launching or landing only on designated Parks and Recreation Department land.
   (d)   All boats shall be issued an annual, renewable launching permit. The permit shall entitle the permittee to the use of all properly designated boat launching areas; shall be nontransferable; shall be obtained for each boat placed upon the lake; shall be purchased from the Department at an annual fee of two dollars and fifty cents ($2.50); shall be renewable at any time during each new succeeding calendar year; and shall be revocable by the Director of Parks and Recreation for a violation of any of the provisions of this chapter. All necessary boating safety equipment shall be carried in each boat when afloat upon the lake.
   (e)   Electric boat motors are permitted up to three horsepower. No gasoline motors are permitted except for the purposes of maintenance authorized by the Department. Sail boats, canoes and kayaks are permitted, but all other floating objects, such as inflated inner tubes or rafts, are prohibited.
   (f)   All persons shall secure a one-time dock permit in order to erect docks along lakefront properties. Docks existing on December 14, 1972, shall be deemed nonconforming structures. A one-time dock permit fee of fifteen dollars ($15.00) shall be charged to the person erecting a new dock. The permit shall follow ownership of the dock and shall be required for new construction or for remodeling over fifty percent (50%) of a deteriorated dock. All docks shall be removed from the lake by November 15 and shall not be placed back in the water until March 1 of the following year.
   (g)   Shore fishing by members of the general public is permitted only from designated Department property.
   (h)   The closing time for Meadowbrook Lake Park is at dark.
   (i)   All activity on the lake or on Department property is at the participant's own risk.
   (j)   Organized recreational activities planned on or around the lake on City-owned property requires the permission of the Parks and Recreation Board or Parks and Recreation Director.
   (k)   The general regulations established in Section 955.02 shall be posted.
