(a) There is hereby established a Perpetual Care Fund for the municipal cemeteries. This Fund shall be set aside to assist in care and maintenance of the cemeteries.
(b) Twenty-five percent (25%) of all resident grave sales and opening and closing fees shall be placed into this Fund.
(c) For nonresident grave sales, one hundred percent (100%) of the difference between nonresident and resident graves, plus twenty-five percent (25%) of the resident grave price shall be placed into this Fund.
(d) Twenty-five percent (25%) of all niche sales and opening and closing fees shall be placed into this Fund.
(e) All engraving fees for niche face plates shall be placed into this Fund, and all engraving charges shall be paid from this Fund.
(f) All expenditures from the Perpetual Care Fund shall be subject to the usual and customary fiscal control of the City of Stow, Department of Finance, based upon recommendation of the Stow Cemetery Board.
