951.08 GENERAL REGULATIONS.
   (a)   A purchaser of the right of burial or inurnment may be a resident or nonresident of the City.
   (b)   Cemetery lots, single graves or niches are sold for the sole purpose of right of burial or inurnment for the use of the family. Their relatives and heirs may be buried in the lot, grave or niche if a notarized statement is attached to the right of burial or inurnment.
   (c)   The right of burial or inurnment may be transferred only to the City for the original purchase price plus twenty-five percent (25%) of the increase between the rate in effect at the time of purchase and the rate in effect at the time of sale to the City.
   (d)   All opening and closing of graves or niches shall be done by the employees of the City Cemetery Department.
   (e)   All service charges are payable prior to or at the time of any interment, inurnment, disinterment and the like, in accordance with the fee schedule in effect at the time the service is performed.

   (f)   Prior approval by the Cemetery Specialist or his designated representative shall be obtained for the planting of shrubs or flowers in City cemeteries. Any plantings in violation of this rule shall be removed without notice. Please make proper arrangements with the Cemetery Specialist prior to purchasing any trees, shrubs or flowers.

   (g)   Fences, hedges, curbs or enclosures of any type are not permitted on any burial plot. These items prevent proper maintenance of the grave sites and shall be removed by the cemetery employees without notice.
   (h)   The City shall not be held responsible for any damage to any monument caused by normal cemetery operations. Proper action shall be taken for any damage that occurs due to negligence on the part of any cemetery employee.
   (i)   The City shall not be held responsible for damage to any trees, shrubs or flowers that occurs at the time of interment. All precautions shall be taken to avoid any damage.
   (j)   The Cemetery Specialist or his designated representative shall have the right, and it shall be his duty, to remove any trees or shrubs or part thereof on any cemetery lot if it is dangerous, inconvenient or detrimental to other lots, persons or work crews in the cemetery.
   (k)   Any disinterment shall be handled in conjunction with any and all laws pertaining to this operation. The fee schedule is set out in Section 951.04.
   (l)   To insure a permanent foundation, all foundations shall be installed by the City at the expense of the lot owner. The fee schedule is set out in Section 951.04.
